KNOXVILLE, Tenn. — A City Council candidate in Knoxville who wins more than half the vote in the August primary will now take the seat outright, after city voters approved a charter amendment by a thin margin on Tuesday.

Unofficial returns from the Knox County Election Commission show 24,312 votes for the change and 23,708 against it, a margin of 604 votes, or 50.63% to 49.37%. Only voters who live inside the Knoxville city limits could vote on the question. Every one of the county’s 102 precincts was in when the commission posted its 5:23 a.m. update on Wednesday.

Today, the two leading primary finishers for a council seat both move on to the November general election, even when one of them has already won a majority. Even a race with just two candidates appears on both ballots.

That holds in crowded fields too. When three or more people run and one wins a majority, the current rules still send the top two on to a November runoff.

The change edits two parts of the charter’s Article VII, numbered 707(B) and 707(C). City Council placed it before voters through Ordinance O-62-2026, and the city’s chief financial officer estimated it would cost nothing to carry out. If no council candidate clears 50% in a primary, the top two still meet in the fall.

Knoxville already settles races for mayor and city judge the same way. Supporters argued that ending needless second rounds saves money for the city and spares candidates the cost of another campaign. Knox County voters also split from the state in the governor’s race Tuesday, favoring Democrat Jerri Green over Republican Marsha Blackburn, who won statewide.

The new rule first applies in the August 2027 city primary, when at-large Seats A, B and C and the District 5 seat are up. Results stay unofficial until they are certified.
